白色恐怖受難者 政院推估逾20萬人

〔記者蘇永耀、田世昊�x北報導〕白色恐怖受難人數有多少？
新聞局長謝志偉與國民黨文傳會主委楊渡昨天為此隔空交火 。謝志偉在行政院的「解嚴二十年專案報告」中表示，五 ○年代開始的白色恐怖，根據司院資料，政治案件達六、七萬件 ，推估受軍事審判的白色恐怖政治受難人應在二十萬人以上。

楊渡為此批謝志偉為「饒舌局長、吹牛老爹」，廿萬的數字誇張不實 ，謝則反駁強調數字引自陳文成博士紀念基金會出版的「人權之路 ：台灣民主人權回顧展」，學者經嚴謹田野調查所得。

楊渡稱四年間死了七、八千名本省人
楊渡指出，白色恐怖受難人數至今說法不一，他從未聽聞「多達二十萬以上」的說法。誇大白色恐怖時期的受難人數，不但對不起歷史，更有挑起族群仇恨之嫌。
他舉當年白色恐怖政治犯陳明忠的說法指出，當年「台灣政治受難者互助會」曾對白色恐怖受難者做過估計 ，認為在一九四九年至一九五三年間，遭逮捕的約有三、四萬人 ，死亡者約有七、八千人。此人數皆為本省籍人士，並不包括外省族群。

謝志偉則拿出陳文成博士紀念基金會出版「人權之路 ：台灣民主人權回顧展」一書，強調數字是引自該處。他說，這是由專長於台灣史的李筱峰等人經嚴謹田野調查所得，等於是台灣版的「辛德勒名單」。

謝志偉指國民黨承認「每天殺六個人」
謝志偉說，連楊渡舉的例證自己都說四年間死亡人數有七、八千人，這等於承認當年平均「每一天殺六個人」。這也與他在院會報告的人數，相差不遠 ，顯然國民黨也承認殺了這麼多人。楊渡還說那些死亡人數都是「本省人」，若加入外省人豈不更多 。國民黨當時是「什麼人都殺」。

謝志偉並強調，重點不在白色恐怖時期受難人數多少 ，而是要讓大家了解國民黨政權在台灣戒嚴統治的結果，對這些冤魂 ，國民黨難道沒有絲毫愧疚和懺悔嗎？
對於楊渡「有挑起族群仇恨之嫌」的指控，謝志偉反擊說，新聞局把數據說出來，楊渡也把數據說出來，這和挑起族群仇恨有何關係?

As soon as Archbishop Desmond M. Tutu arrived Taiwan, the first concept he remind us was "the first step of recovering from tragedy is try one's best to reveal the truth, before talking about any reconsolidation". The reason Tutu mentioned this was because he know that in Taiwan, authorities are not willing to take any required efforts and help survivals uncover the truth!

Thank you for sharing with me your father's story. I believe that the doctor who helped my mother with the burial of my father was murdered too. As a matter of fact, I received a phone call this morning from my aunt (my father's cousin) from Taiwan this morning. She told me that there were three local Yi-Lan village people they were asked by the murderers to dig two holes to bury the seven people they murdered on the court yard of the Ma-Tzu temple. Two of the three were also murdered shortly after(or, the three of them were buried alive and this lone survivor managed to stay alive). One was smart enough to take a hide out in the mountain area for forty years and this person (still has scars from being stabbed by the murderers) had came out this year for a TV interview with the San-Li TV. The eyewitness had indicated that all seven were buried alive after being shot. I am sharing your story with Dr. Huang and his wife because his wife's father had a similar experience like what had happened to your father. V... (郭勝華)

　　我生於西元1919年（日本大正8年）。7歲就讀公學校、14歲入學台北第三高等女學校（現今中山女高）18歲畢業。21歲（西元1940年）與嘉義縣溪口鄉的郭章垣先生結婚，當時他是日本慶應大學醫學部五年級在學學生，是經一位齒科醫生陳振東先生的介紹而結婚，那時是西元1940年9月（昭和15年）。當時沒有飛機，結婚12天後就乘船三夜四日才到日本，我先生繼續學業，翌年，1941年日本偷襲珍珠港，第二次世界大戰爆發。起初日本情勢看好，但因戰線擴張過大，終於節節敗退，西元1945年8月15日因美國在日本本土投下兩枚原子彈，致使日本投降。

　　戰爭期間我們住在東京，當時我先生已經從醫學院畢業，在慶應大學附設醫院擔任外科住院醫師，那時美國B29轟炸機每天都空襲東京，由於外科醫師要救護傷患，所以並未疏散到鄉下，當時物資非常欠缺，肥皂、衣物、紙張都無處可買。當戰爭結束，大家都出來看看有什麼東西可買，我先生看到有人在賣一張孫文先生的照片，他如獲至寶將那張照片買下來。

　　戰爭結束後，我們準備回台灣做中國人，由於日本亦在復員，很少船隻，我們要等船，到翌年2月（西元1946年）才上船回台灣。我先生回台灣是要將所學貢獻祖國。起初，想要看看有沒有日本人所留下的醫院，與朋友合作開一家綜合醫院的抱負，由於回來晚了一點，日本在台灣的財產都已經被人接收。

　　在故鄉兩個月後，他的前輩校友王金茂先生，時任台灣省衛生局課長對他說，省立宜蘭醫院院長出缺，介紹他去見衛生局長並拿到聘書，1946年5月到宜蘭赴任。7月宜蘭就發生霍亂，是漁船與大陸往來帶來的，那時醫院的醫生、護士全體總動員，到各鄰里去注射預防針及檢查糞便等工作，每天工作到半夜才能休息，我先生有時都無法家。一但發現病例就要隔離治療，同時要禁賣魚類、蔬菜、水果，但是醫生沒有行政權，市長、警察局長都是大陸來的，沒有衛生觀念，不合作，常發生一些不愉快的事。

　　當時因為戰爭，醫院宿舍被炸，醫生、護士都沒有宿舍，院長宿舍有三間房，起初那些單身醫生一起住在院長宿舍，後來有一家日產醫院由宜蘭醫院接收作為醫生宿舍，之後市政府有空餘的宿舍，經向市長交涉暫借兩間，作為院長、副院長宿舍，但仍然沒有護士宿舍。戰後聯合國救濟總署派人視察醫院，我先生向他們陳情，要求重建護士宿舍及傳染病病房，獲得承諾，請市政府暫借，當時市長朱正宗口頭說好，但可能心�不高興。

　　二二八發生後，宜蘭很平靜，沒有人打外省人，只有學生拿出武器遊行後放回倉庫保管。2月27日，台北因警察打賣菸女人，誤將路邊一個圍觀男人打死而引發事件，但這只是導火線，本來台灣人對國軍、警察等亂來，就無好感，起初大家十分高興回歸祖國，誠心盛大歡迎國軍，不久後人民就對國軍失望，因此，該事件才擴大到全省。

　　後來台北成立處理委員會，不久，陳儀向全島廣播要全省各地成立事件處理委員會，於是宜蘭也發起成立處理委員會，頭城鄉長盧纘祥被推舉做主任委員，後來有消息說蔣介石要派二十一師來，主任委員也改推舉郭章垣院長擔任，他推辭說，來宜蘭不到一年，又是外地人，是醫護人員，以各種理由推辭不接受。又有人說，陳儀要地方人士組織處理委員會就有黑名單，是要消滅台灣人精英計畫，有人從此到山�躲藏幾個月，等事件平靜後才出來。我先生也躲了二、三天就回來，因為他有職務在身，此時他內心大概已有就義的打算，留下「生離祖國 死歸祖國 生死天命 無念無想」這16字，大概是那時留下的，放在醫院。

　　3月19日凌晨2時，許多兵士在外面叫郭章垣，他在�面應聲，一邊穿衣，才穿好外褲，那些兵就打破玻璃門，直接來我住的房間，立刻以槍抵住我們，隨手抓了一條領帶矇住他雙眼，在房內翻箱倒櫃，什麼也沒找到。隔室的蔡醫師聞聲趕來，要求讓他穿好衣服，但遭拒絕，後來我拿他的大衣給他披在肩上，我先生就這樣被架走，那些兵還順手牽羊拿走晾在走廊上蔡醫師的雨衣。

　　3月19日早上有人來醫院說，昨夜在頭城媽祖廟前有人被槍殺，要我準備去認屍，於是我準備他更換的衣服，醫院也替我準備祭祀用品、棺木，有一位在大陸醫學院畢業的巽醫師回台灣，他剛到醫院實習外科，他是頭城人，由他用腳踏車載我到頭城收屍。掘出一具具屍體供親人認屍，他是第五具被挖出來的，遺體還被五花大綁，看到此幕我一點眼淚都流不出來，眼淚好似凍結了。我趕緊把繩子解開，用院方準備的藥水將他身上的泥沙洗淨，換上衣服蓋上白布後，說也奇怪，一股清紅的血從心臟傷口流出。簡單將他埋在宜蘭公墓，回到原地已是翌日凌晨1點。

　　他被埋在廟前已經過一夜，他被帶走到被殺不到24小時。聽說，本來是要去填海的，因橋壞了卡車過不去，才臨時改在廟前槍決。因為禁止談論二二八已40年之久，直到最近幾年才有人談論二二八事件。當時我懷孕三個月，我女兒勝華是十月出生，她來美國之前，只知道父親因二二八事件而身亡，但她不知道二二八是什麼？來美國後從各種新聞、書籍才知道二二八事件。

　　當時，巽醫師載我去收屍後，載我去他家休息。第二天早上他母親為我準備早餐，屋內只看到他母子兩人。巽醫師對我說，郭院長的墓叫我放心，他會經常去看看。但是第一個清明節，我和公公、七叔及五個月大的女兒勝華去掃墓時，並沒有碰到巽醫師。來美國後，託我在宜蘭的友人打聽巽醫師的消息，當時是他幫我收屍，他們無處可逃，一定也被「消滅了！」每次想到他們，心裡十分難過。
