Taiwan has filed a lawsuit against the International Organization for Standardization, widely known as ISO, over its reference to the nation as "Taiwan Province, China" instead of "Republic of China (Taiwan)," an official said on Monday.

Ministry of Foreign Affairs spokesman David Wang (王建業) said the government filed the suit with a court in Geneva, Switzerland, on July 20 after the ISO failed to respond positively to repeated requests to rectify Taiwan's designation in the ISO 3166 country codes list.

The Geneva court has accepted the suit.

Wang said the lawsuit was filed in the name of the government of the Republic of China (Taiwan).

Claiming that the ISO was violating Taiwan's rights by using "Taiwan Province, China" in its country codes list, the lawsuit demands that the ISO stop using the "derogatory" reference and instead refer to Taiwan using its correct formal name, "Republic of China (Taiwan)."

Wang said that using the title "Republic of China (Taiwan)" not only complied with legal provisions and political reality, but also met the demands of various domestic political camps.

It marks the first time that Taiwan has taken legal action against a major international organization over the name issue.

Over the past two years, Wang said, the nation's representative office in Geneva has negotiated with the ISO authorities on many occasions and expressed the government's stance on the issue by retaining lawyers to send letters of protest to the headquarters of the ISO.

Regrettably, none of these efforts have received a favorable response from the ISO, Wang said.

As the ISO 3166 list has been widely used in the international community, cases of international organizations and multinational business groups referring to the country as "Taiwan Province, China" have become increasingly prevalent, he said.

"Such a development has not only invited misunderstanding and confusion for Taiwan, but has also undermined Taiwan's national status and interests," Wang said.

Until now, he said, the Ministry of Foreign Affair and the nation's representative offices abroad have dealt with the issue on a case-by-case basis, asking each international organization or private corporation that refers to the country as "Taiwan Province, China" to correct the mistake.

However, such an approach cannot possibly resolve the issue once and for all, which prompted the government to file a lawsuit against the ISO with a view to requiring it to revise its 3166 country codes list, Wang said.

The Geneva-based ISO is an international standard-setting body composed of representatives from various national standards organizations. Founded on Feb. 23, 1947, the organization promulgates worldwide industrial and commercial standards. It is headquartered in Geneva.

While the ISO defines itself as a non-governmental organization, its ability to set standards that often become law, either through treaties or national standards, makes it more powerful than most NGOs. In practice, the ISO acts as a consortium with strong links to governments.

ISO officials once said that the 3166 list was formulated in 1974 in line with the UN's practice of referring to Taiwan as "Taiwan Province, China."

[Tsai 07.9.5=3 #3] More seriously, yes it's the problem of the West as a whole, but, I'm afraid it's specifically the problem of the USA. The problem of the nature of the American civilization fundamentally.

Europeans could leave the nearest Africa after leaving the rest of the world, to have the EU. Imagine the US leaveing the Northern America, there will be no more the USA! The birth of the American nation and the roots of the American civilization is in its history and its soil. Is there any ways of redemption and re-birth out of its soil?

Compare America with Taiwan. Our ancestors moved from southeastern China across the dreaded Taiwan Straits, to Taiwan's malaria and head-hunters. But, rather like Mexico and the Mayan nation and other Latin American nations, we live with our native peoples (about 13 tribes) and we are descendents of the immigrants and the native plain aborigines (who are still alive and lives among us in my hometown, Hsinbu of Hsinju county.), rather than straight genocide and slavery.

Our narratives are highly mystic, the living and the dead together in our stories almost as equals (like the ancient Greeks with Olympian gods?)

what way is it odd that some folks prefer spiritual rather than
material? Do you find it hard to grasp that some people would prefer
to take a spiritual path that involves daily practise rather than just

王立智，丹麥名字Heidi Wang，是正港的土生土長台灣人，現在卻在丹麥擔任哥本哈根市議員，也是北歐唯一的華裔民意代表。畢業於輔大德語系的她，赴美唸書時認識期丹麥籍丈夫，畢業後隨其遠赴丹麥。
丹麥華人多居住於哥本哈根市，其中約一萬五千名來自中國大陸，來自台灣僅約三百人。雖然人數不多，但在人口僅五百五十萬人的丹麥，還是具有一定份量，而王立智就是他們在政治上的代言人。
根據她的觀察，令丹麥人民快樂的核心精神，就是「平等」與「民主」。她舉例，丹麥老闆最忌諱聽到一句話：「你叫我怎麼做，我就怎麼做」，如果老闆要員工作什麼，員工這樣回答，老闆就會很著急的解釋說：「No, no,我不是這個意思，我要徵得你的同意……」，丹麥人最怕人家說自己是不民主，獨裁，這對丹麥人來說是很糟糕的事。
對於教育，王立智說，丹麥人重視團隊合作遠甚於個人競爭，他們喜歡說：「如果不是所有人都可以學，那就沒有人可以學。」此外，丹麥人也愛說：「雖然我們需要這麼多研究員，我們也需要這麼多人掃大街。」充分展現其職業無貴賤的精神。
比較台灣與丹麥的教育，王立智語重心長的說：「台灣是以文憑為主，丹麥是以知識為主。」她說，丹麥的國家競爭力來自「after education」，也就是終身學習風氣，「在丹麥，學習風氣很濃，隨時隨地要唸書都可以」。
至於民主，王立智特別提及，丹麥是全世界第一個承認同性戀婚姻的國家。例如現在哥本哈根市的六位副市長中，有兩位是同性戀者，市民不但不以為意，還親暱的稱呼「我們的Gay副市長！」
此外，丹麥有歷史非常悠久的「公民共識會議」傳統。王立智說，丹麥是很有名的「協會國家」，鄰居、家長、行業，社會上有各式各樣的會議與組織，針對各種議題進行討論。
丹麥人相信：「有權利的人與市民距離越短越好」，因此，凡是政府要進行都市計畫，例如政府要進行一項都市計畫，例如蓋學校、蓋教堂等，首先，至少要在一個月前在報上公告有這件事，其次，要公告幾月幾日在哪裡舉辦一個公證會，二週前人民可以登記發言，但必須要相關的人才可以發言（例如住在該區的人）。不只是公共工程，就連一般私人土地蓋大樓也是要遵照這樣的公民會議流程。
她舉例，先前一位建築商想在哥本哈根蓋一棟高樓，但當地居民群起反對，舉行公民共識會議否決該案，後來建築商便打銷念頭。在丹麥，不是你買了一塊土地後想做什麼就做什麼，在私人土地上蓋大樓，必須先寫一個申請計畫，向市政府申請同意執照，然後在市政府辦理公聽會，聽取週邊居民的意見，因為蓋大樓不是個人私事，一棟大樓可能影響到週邊的交通，或是遮到旁邊的幼稚園原本有的陽光….等等。
這類公聽會的流程通常是：1.先把街道圖給市政府,2.向市政府申請local plan，3.市政府舉辦公聽會，同時，市民也可以寫信給市議員，表達其看法，4.如果反對意見很強，市議會本身就不會通過該建案。通常申請人聽到反對意見後，會修改計畫，然後再開公聽會，直到居民與申請者達到共識才行。這樣的公聽會至少每個月一定會有。
王立智說，丹麥人經常掛在口頭上：「有什麼樣的公民，就有什麼樣的民主（in each country，people deserve the dictator they elect。）他們認為，民主不在於政客的素質，而是選民的素質。
王立智帶領我們參觀市議會，發現一般市民均可自由進出該棟美麗的建築。她說明：「丹麥人認為市議員代表市民，因此市議會是市民的，不是市議員的，因此，市民可以自由進出。」我們驚訝發現，進出市議會不需要檢查證件、換證等，市民在樓梯間群聚聊天，實在非常的自由。不過，丹麥人素以優雅著稱，就算群聚聊天，聲音也相當輕，不會影響別人，更不會弄髒環境。
訪問結束前，王立智說了一句非常發人深省的話：「一個國家的實力，不在於他們的GDP，而在於他們如何對待最弱勢的人。」走出市議會，這句話在我們耳邊久久迴旋不去。 ""

"" 台灣的主權地位爭議最近漫燒開來，因為阿扁總統致函聯合國秘書長潘基文，希望能以台灣名義加入聯合國卻遭到退件，理由竟是引述聯合國二七五八號決議文，認為台灣是中國的一部份。如此的說法，當然是在台灣內部一片譁然，有教育部長杜正勝順勢推廣，中華民國是否還存在的討論；更多的是政治人物強調台灣已是主權獨立的國家，無須再爭辯是否為中國的一部份。

　　縱觀台灣主權地位的討論，目前認為台灣是主權獨立國家的說法，幾乎已經成為主流的觀點，過去被認為是激進否定中華民國的立場，現在連國民黨總統候選人馬英九都以「一台各表（一個台灣，各自表述）」來涵蓋，顯見台灣人民認同的劇烈變化。

　　更有趣的是，台灣是一個主權國家的說法，已經成為綠營政治領袖用來否證「台獨運動」的必要性，最經典的大概是李登輝前總統在壹週刊專訪上所表述的立場，李登輝表示：不支持台獨的，因為台灣已是主權獨立的國家，所以無須推動台獨，甚至現在談台灣要獨立，是落後的說法。

　　李登輝這番話當然引起風波，但是台灣是主權獨立的國家，無須追求台獨卻也成為民進黨政治人物抗拒獨派壓力的極佳擋箭牌，正是因為台灣已是一個國家，所以推動台獨反而會有傷害台灣主權的可能；更引人興味的，台灣已是主權獨立的國家竟然與美國要阿扁承諾的「四不一沒有」完全不抵觸，因為主權獨立了，當然就沒有改國號制憲的問題。

　　真是神奇，一個原本是台灣獨立運動追求的認同之一，現在竟然成為一個反對台獨的最有力說法，甚至民進黨的總統候選人謝長廷都說過：台灣都直選總統了，難道不是一個國家。當然，我們都知道，台灣是一個主權獨立的國家，這個說法只能在台灣內部講講，因為世界其他的國家不一定認同台灣是一個主權獨立國家的說法，一個民主的台灣社會，不一定就被認同是一個民主的國家。

　　戳破這個氣球的問題是，作為一個主權獨立的台灣國家，我們並沒有一個獨立紀念日，這不是腦筋急轉彎，而是一個邏輯問題：如果台灣是一個主權獨立的國家，那麼台灣的獨立紀念日是哪一天，台灣是從哪一天開始主權獨立的？

　　當然不會是雙十國慶日，那一天發生時，台灣是日本的一部份；會是光復節嗎？台灣成為中國的一部份，雖然時間短短幾年；會是國會全面改選嗎？還是第一次總統直選？

　　大家來尋找台灣獨立紀念日，證明台灣是主權獨立的國家吧！

留德音樂 家林榮德 博士，出世於台南歸仁紅瓦厝，他用關懷本土豐富的感情，作詞、作曲、獨唱「台灣國家進行曲」，他的歌聲令人產生無比的建國氣魄與決心，他說台灣國一定要有自己的國歌，因此由他開始做起，勇敢唱出台灣人的心聲。


學歷：1937年4月6日生於台南縣歸仁鄉紅瓦厝，師大音樂系畢業。 1964年留學西德（stgt）國立音樂院。

經歷：1969年底返台任教實踐家專、東吳大學、台南家專音樂系。 1971年再赴奧地利國立維也納音樂院研習作曲。 1972年創辦林榮德音樂教育中心，引進奧而福教學、基礎歐美鋼琴教學、學前律動和音樂，同時開創打擊和木笛教學的先河，並運用德國少年音樂學校系統，奠定台灣樂教基礎。

曾榮獲大獎：2004年台美基金會人才成就獎、2004年印度詩人學會(IPA)「世紀詩人獎」，並被推薦為諾貝爾文學獎候選人、1995年聯合國本部頒發教師和平工作者成就獎、1985年國際愛因斯坦學術基金會和平獎 榮譽 博士

'譜出台灣的音樂──郭芝苑', 林秀鄉 整理 ; 2007-03-16 :

"" 2006年獲行政院文化獎、國家文化藝術基金會第10屆國家文藝獎的台灣國寶級音樂家郭芝苑，在他的作品中，最為人所知的，可說是後來被改譯為華語版，放入音樂教材中的《紅薔薇》。這首《紅薔薇》原是詹益川所創作的台語詩，郭芝苑為其譜曲，後來被正式編入音樂教材中而流行起來。此外，還有經歌手鳳飛飛演唱而流行起來的國語歌曲《初見的一日》及閩南語歌曲《心內事無人知》，捧紅劉福助的《歹命子》等。但是郭芝苑並不希望大家只記得這些歌曲，他所創作的作品種類多樣，包括歌劇、管絃樂、室內樂、鋼琴曲、電影音樂、日本歌謠、國台語歌曲等等，是台灣近一百年音樂史裡，第一代作曲家中，除江文也之外，作品數量、種類、品質上較為完整的現代作曲家。

郭芝苑出生在1921年日治時代的苗栗縣苑裡鎮，從小受到家裡留聲機傾瀉而出的音樂，及住家附近廟宇酬神時演出的地方戲劇音樂（歌仔戲、正音、亂彈、交加戲、北管、車鼓小戲...等）的薰陶，對音樂產生濃厚興趣。雖然出生在富裕的醫生家庭，卻不顧父親希望他學醫的期待，在舅舅的幫忙勸說下，才得以赴日學習音樂。1941年郭芝苑進入日本東京東洋音樂學校，由於左小指先天向內彎曲，不適合學習演奏，轉而學習作曲。後因父親過世返台，而一度中斷學業。1943年再度赴日，進入日本大學藝術學院音樂系作曲科就讀，深受日本現代民族學派伊福部昭、早阪文雄及台灣作曲家江文也的影響，而激發創作漢民族音樂的理念。

郭芝苑在成長求學時期，由於戰爭的因素，無法得到完整的學習，加上戰後台灣物資缺乏、資訊貧乏，可說是文化沙漠。他一生經歷了不同統治體制的台灣，深刻體認到台灣人的悲哀，因此，他自日本歸國後，致力於創作屬於台灣人的音樂，2005年12月由國立台灣交響樂團所首演的《台灣頌》中的歌詞，「自古以來台灣是多難的國度，自由民主解放，前途看光明......子孫在台灣建設新生活，獨立政權，台灣是世界的肯定，追求族群團結，台灣人向前行......」可稍窺視出郭芝苑對台灣的看法及他的台灣意識，也看出他透過音樂，對台灣的肯定。

這首《台灣頌》是1969年郭芝苑自國立東京藝術大學音樂學部作曲科結業時，希望利用所學的西樂傳統古典作曲技法寫一首大眾化，且具實用性的管弦樂曲作為回國的紀念禮物，因此採用了英國作曲家艾爾加(Edward Elgar)《威風凜凜進行曲》 (Pomp and Circumstance)的曲式，創作了管弦樂大進行曲《大台北》，而此曲也在2005年加以修改，成為《台灣頌》。

會採用《威風凜凜進行曲》的曲式，是因為郭芝苑很喜歡這首曲子，且這首曲子呈現出活潑、輕快且有鼓舞士氣的感覺。最早，郭芝苑接觸到這首樂曲，是他在日據時代就讀台南長榮中學時 (1935年)，當時的校內運動會，學校都會以這首曲子旋律配上運動會的歌詞，來當做運動會的會歌。當時，郭芝苑以為這是一首日本歌，雖然喜歡它優美的旋律卻不知原本的曲名及作者，直到戰後才由LP唱片（未加入合唱的版本）知道，這首曲子就是英國近代作曲家艾爾加的《威風凜凜進行曲》。這首樂曲是典型的進行曲形式（三部形式），前段是輕鬆、勇壯的進行曲，而中間部分的旋律優美而莊嚴。原來的版本，是沒有合唱部分的，後來在1902年愛德華七世(Edward)戴冠式時，亞歷山德拉女王(Alexandrs)命令加上女中音獨唱及大合唱。現在這首優美、莊嚴而時常加上合唱的旋律，已經變成英國的第二國歌。

郭芝苑曾經在電視上看到英國交響樂團演奏艾爾加所寫的《威風凜凜進行曲》，演奏到中段時，觀眾起立跟著旋律齊唱，使他深受感動。長年來，郭芝苑不斷的在創作屬於台灣人的音樂，他所追求的，想必也是期待能創作出一首能讓台灣人齊聲合唱、使台灣人感動，又能代表台灣的音樂。

雖然郭芝苑並不贊成音樂家為政治服務，但他認為國家要強盛，不可以沒有文化根底，而音樂是文化中的一環，身為音樂家的他，決心要用音樂創作紀錄當下的社會現狀，畢竟現在台灣的國家意識太薄弱，透過音樂的流傳與傳播，可使大家知道台灣的美好與偉大。

"" 引頸眺望，只有三里遙的 玉山，那是 台灣的最高山 與 日本人俗稱的新高山，因為是全日本的最高峰。玉山的頂尖是塊矗立的大岩石，直衝雲霄 接軌天國的 玉山岩，瑩瑩晶祿，乾乾淨淨的岩石，是台灣的翠玉綠。矗立高過101，寬坐穩過十個總統府。

那個大岩石浸浴在那清靜的晨曦，好像憤怒的拳頭，像從地下衝出地面的竹筍，好像合掌抱住台灣的頂項 向天禱告，好像虎視天下 咆哮地上的惡人。那天藍天的 清澈無塵。那陽光的 亮麗暖和。它似乎代表者，勇猛，威嚴，和平，公義。

那是初春的台灣，站在冰涼的排雲山莊外，到玉山，只有三里路。每個人的呼吸，都在 吞雲吐霧。靜悄悄，無閒話，忘家常，沒煩惱。滿臉稚笑，只有山巒綠野。

Judy 與 我，盛裝盛水，踫踫跳跳，盛滿了稚氣。做了最高興最真誠的禱告，盛滿了靈氣。我們來近了，更清楚看到這座玉山，好像天父 就應該看到我們。因為天國應該不太遠，天國的天氣也應該是如此亮麗。

這世外桃園的 “玉山”，應該還有 平地上沒有的東西，不是嗎?
看哪! 那玉山頂峰的腳邊，那不是一隻 小馴鹿，班白的馴花鹿?

一，二，三，不; 十，十一，十二; 不，是一整族的台灣馴花鹿。
他們也一樣，跟我們來了這裡。

不，二族，三族; 不，十二族; 不，是玉山森林的 ”原住民”。
整鄉整村的 “馴花鹿”。

突然，好像沒見過男人的一群小女孩，數百隻的馴花鹿，一齊碰出驚嚇的心跳，從右邊的坡地，一大夥衝上山。那跳高選手的彈跳，沒有音嚮。那芭蕾舞的盈盈，是天鵝湖的舞姿。靜悄悄的藍天綠野，好像來了一個花鹿風暴。一隻隻地，總共四五百隻，在綠野映山巒的空間飛躍，那是 聖誕節後的 馴花鹿，駐在玉山過冬的 小馴花鹿。幾百隻，一起，一上一下，互相追逐。不是 大珠小珠 落玉盤，而是:

千百花鹿 跳山躍谷，滿山滿谷 盈彈盈跳。
一彈跳過 清水溪澗，一躍已過 碧綠山崗。
千百天使 彈鳴歌唱，滿山滿谷 琴韻協奏。
這不是那 伊甸園外，這可是那伊甸園內。

是天地的合奏曲，大小管樂器，絃樂器，好像幾百個交嚮樂團，音嚮大作，再加上，小馴花鹿們，小天使群，在那 瑩瑩晶祿，乾乾淨淨的岩石，台灣翠玉映綠的玉山岩邊，來回奔騰，奏起那 “福爾摩沙的翠青”，鳴起那 “玉山，我的母親”。

如癡若夢，美麗的大自然，壯麗的圖畫。當然懊惱，後悔沒有帶著照相機。因為那是千載不可再見的異像，那是千載不可再世的難逢。

正當那熱絡的合音合弦，最神韻的瞬間，四百隻的馴花鹿，突然一齊站駐不動，好像在指揮棒的一棒令下，一齊立起那秀長的鹿耳朵，一齊拍打 “手心”。手心? 那是樓下四百人，站立起來，拍手吼叫的高分貝。Encore，再 Encore。噪音震耳欲聾。

這下喚醒了迷失夢境的我，玉山的馴花鹿，竟然是四百位服飾華麗的聽眾，是 Piano Recital。
那12尺的演奏大鋼琴前，站著我的音樂朋友，David Dumont,是 Steinway Society的主席。

美麗的Joyce Yang 年華 22.。她也站著，喜氣昂仰，有點調皮。才彈完那讓我如癡若夢的 鋼琴獨奏，匈亞利狂想曲, Hungarian Rhapsody。原來她那琴鍵上彈飛躍舞的 小手指，變成了我夢裏 玉山岩 腳下的小馴鹿。

她是全國 Van Cliburn Piano Competition 比賽第二名。不知不覺，我也站了，也拍打起我的手心，也隨著有知無知地，大叫，”Enclore”。我稱讚那彈飛躍舞，不論是 在鍵盤上，在翠綠草原上，它們多造就了神韻合弦，天韻合音。我由衷感謝 天父至神至境 創作的美麗。

那是 九月二十三日 晚，聖荷西，Petite Theater, Steinway Society 的音樂會。 我告訴我的牽手，Judy。我做了一個很美很美的幻夢，忘了帶照相機，(有了戲院也不準許)，我要趕緊回家，把那夢境，細細的描記下來。 ""

第十九章 台灣的妖僧「拉斯普欽」－星雲

宗教原本就不應牽涉到政治，政治也不應該利用宗教。不過宗教具有聚集信眾與金錢的力量，因此若能將宗教利用在政治上，必能發揮相當大的力量。加上信眾不會懷疑教宗，所以也不會知道幕後的內情。像拉斯普欽這樣的妖僧，在世界各國的歷史上也都屢見不鮮。

台灣的佛教界分成兩大派系

台灣的佛教與道教相當興盛，也擁有眾多信徒。佛教雖然分成許多宗派，但是實際上，在台灣的佛教主要分成兩大派系。

台灣佛教界中，最大的團體當屬由名為證嚴法師的比丘尼、她所領導的慈濟功德會。證嚴法師是位個頭兒嬌小的女性，她自26歲出家以來，致力獻身於救濟活動。這位身穿灰色袈裟、身無一物的法師，她聚集大眾的捐款，興建了慈濟醫院，之後又成立慈濟醫學院，在各地創立免費的診所。

遍佈全台灣的慈濟功德會，總是率先起身進行各種的救濟活動。例如三年前，台灣遭受大地震時，在政府機制開始運作之前，慈濟功德會的義工們就開始進入地震災區，搭建臨時住宅，載運食物、飲水，將棉被、衣物分發給災民。今年台灣的颱風造成嚴重的水災，慈濟功德會發揮了相同的功能。因此，證嚴法師非常受到尊敬，去年的諾貝爾和平獎，她也被列為候選人之一。

另一個佛教團體是由星雲和尚率領的佛光山集團。佛光山集團的主導人是一位名為姚星雲，身材圓圓滾滾的胖和尚。他身穿黃色袈裟，帶著斗大的念珠，在這一身裝扮下，所從事的是政治活動。即使台灣發生大地震或大洪水等大災害時，也從來未見這位和尚從事任何救濟活動。而且他對所募集到的捐款，也從來不說明用途、流向。不過，佛光山集團不僅在電視上傳教，在全世界也擁有多處據點，是一個規模龐大的集團。星雲，在台灣也被稱作「政治和尚」。

總歸而言，星雲是一個和拉斯普欽一樣的怪人物，他所率領的集團橫跨全世界。一般認為他暗地裡接受國民黨的資助，因此規模逐漸成長。但是據聞他與中國共產黨也有聯繫，因此，佛光山集團可說是一個橫跨兩個世界的獨立勢力。

● 姚星雲的過去

從官方資料來看，姚星雲1927年出生於中國的江蘇省。十二歲時在南京皈依，之後曾經擔任小學老師、佛教報紙編輯以及南京華昌寺的住持。1949年，姚星雲追隨國民黨一同避難來台，發行了「人生」、「覺世」、「今日佛教」等雜誌。之後沒多久，姚星雲進入位於台灣北部宜蘭的雷音寺，主要從事組成兒童、學生佛教組織的工作。

1967年，姚星雲在南台灣偏僻的山邊進行開發，興建了佛光山，成立佛光山國際佛教會。一般認為，佛光山之所以能在短短的幾年間成為台灣佛教界的一大派閥，主要因為它是國民黨庇蔭下的一個組織。

後來，除了台灣這個據點外，姚星雲也在美國洛杉磯的哈崗（Hacienda heights）興建西來寺。

緊接著姚星雲又興建了澳洲的南天寺、非洲的南華寺，同時也成立博物館、圖書館、出版社、書店等，並擁有兩所佛教大學，在全世界設有150處支部。

此外，姚星雲也參與高科技產業，除了在電視上講道外，也擁有電視台，銷售音樂與影片光碟。佛光山不僅是個宗教組織，其實更像是個宣傳組織。

1991年，姚星雲成為Buddha’s Light International Association （BLIA，佛光國際組織）的會長。1997年，台灣的內政部、外交部表揚姚星雲，頒贈「對台灣佛教界特殊貢獻獎」。

像這樣大規模的發展，倘若沒有特別的後援，恐怕很難成功吧。在這個龐大組織的背後，有一股巨大的力量在帶動，姚星雲只不過是一個招牌人物而已。
● 佛光山的設立

佛光山興建於1967年，正值蔣中正老年，兒子蔣經國鞏固基盤的時代。1958年夏天，中國軍隊開始炮擊金門，美國派遣第七艦隊出動，維持台灣海峽的安全。

美國政府在給予國民黨支援之後，也獲得了相對的報酬──蔣中正答應放棄反攻大陸奪回政權。從此以後「兩個中國」隔著台灣海峽並存。放棄反攻大陸的國民黨政府，於是將政策轉變到建設台灣與安撫民心上。

過去蔣中正採取愚民政策，對出版社、報社採取嚴密的監視。同時還頒佈戒嚴令，發動白色恐怖任意逮捕，獎勵密告，經常因為一點點芝麻綠豆大的小事栽人入獄。

在這樣的時期，在宜蘭從事佛教新聞與出版事業，也就是從事宣傳工作的姚星雲，之所以能在南台灣興建佛光山，全拜國民黨的庇蔭與支持。

國民黨在南京政府時期，曾經利用宗教組織進行宣傳、設置情報網，這已經都是公開的祕密了。姚星雲隨著國民黨政府從南京逃亡到台灣，事實上，他從南京時期就已經是國民黨的宣傳部人員。

姚星雲之所以會在南台灣興建佛光山，是國民黨為了「監視並安撫」本土意識強烈的台灣南部居民，利用無知的信眾收集「民情」，建立組織。

姚星雲的佛光山與過去的台灣有很大的不同，佛光山是個比較接近觀光勝地的地方。一般的寺廟是修行的處所，必須寧靜不受塵俗干擾，而且是供奉佛祖的地方。但是姚星雲的佛光山顯然是座觀光用的寺廟。

進入佛光山的大門後，有一座大池塘，池塘中央座落著高約１０公尺的觀音像。觀音像後方是正殿，殿前有欄杆圍繞。參拜者須排成一列由右向左前進，當信眾通過正殿時，只要投入銅板就會有錄音帶播放約10秒鐘的「南無阿彌陀佛」的佛經誦唱。

在正殿樓下有一間地下展覽室，只要購買門票，就可以穿越一座黑暗的隧道。這座隧道的兩旁有描繪地獄的壁畫，例如被老虎吞噬的壞人、有死人浮浮沈沈的血池，感覺就像處身在迪斯尼樂園一般。而且自從佛光山開山以來，報紙就經常以「觀光名勝」稱呼、介紹佛光山。

西來寺的政治獻金來自中國？

姚星雲在佛光山興建後又在美國洛杉磯興建了西來寺。這座寺之所以在一夕之間備受全球矚目，是因為1996年美國總統大選時，副總統高爾曾經前來西來寺募款。

在美國的法律中，原本就規定宗教機構不得從事政治活動。高爾明知這項規定，卻依然來到西來寺募款。

1997年，美國國會曾經就這件事進行調查，姚星雲在接受CNN的訪問時回答「這筆政治獻金是個人的捐款，所以並不犯法」。而且他對協助高爾募款一事，表示這是「為了回饋美國的幫助」，明白表示並不具有政治目的。

但是一向主張清白無暇的姚星雲，卻未出席同年8月美國國會的傳喚，逃回台灣。美國政府將他列為「不受歡迎的人物」，禁止他再度入境美國。

西來寺的住持吳素真與滿和，以及另外兩位比丘尼代替逃走的姚星雲出席美國國會的傳訊。在美國國會賦予免責權之下，他們應訊作證。經過訊問發現，西來寺的比丘尼們每人交給民主黨高爾副總統一張5000美元的支票，次日卻又收回5000美元的退款。

也就是說，這些比丘尼並不是真正的捐款，而只是出借人頭而已。這些資金其實是來自黃建南、瑪利雅．夏、強尼．鍾、崔亞琳等等，是不法的資金。之後經過調查，也釐清這筆資金並非來自台灣，反倒是來自中國陸軍的祕密活動資金的可能性更高。

在白宮工作的黃建南表示，在西來寺的募款活動中，共募得了25萬美元的捐款。事後調查，也發現強尼．鍾、崔亞琳與來自香港的羅柏森．嚴，以及一位中國陸軍的大人物以假名入境美國，在４日後於白宮與柯林頓總統見面。

在見過柯林頓總統後，美國透過崔亞琳，將三套原本禁止出口的細菌培養裝置賣給中國陸軍的研究所。從祕密獻金到白宮的會面，都證實柯林頓被收買了。美國的情報機構認為，這些細菌培養裝置「將來會被用來製造細菌武器」。

● 「封鎖」佛光山

如果西來寺的獻金是來自中國軍部的資金，那麼對台灣政府而言也構成了大問題。佛光山組織，原本就是仰賴國民黨的資金與協助，才能急速地發展起來。但是倘若西來寺參與中國的武器開發，那麼台灣方面的情報就很可能透過姚星雲洩漏給中國。

佛光山集團之所以能發展成為全球性的組織，除了國民黨的資助外，來自中國的資金、甚至有其他的資金提供者存在也是很自然的事。甚至姚星雲很可能也已經反叛投誠中國了。

這也就是說，姚星雲已經成為國民黨無法掌控的怪物了。

台灣當局對於美國柯林頓、高爾的違法政治獻金一事，幾乎都沒有報導西來寺或姚星雲拒絕國會訊問的事情。不過國民黨已經對姚星雲起疑，開始展開調查。

在這當中，突然姚星雲發表佛光山要「封山」。「封山」是指整個佛光山都外界封鎖，進入「修行」的狀態。這麼一來，外界也無法針對佛光山進行調查。儘管佛光山已經「封山」，但是姚星雲仍舊自由地周遊各國。

佛光山為了封山，在四周築起高牆，這也造成佛光山後的地主無法將生產的農作物運出去。過去佛光山有一條小路，但是自從蓋起圍牆後，車輛就無法利用這條小路進出。曾經有報社前往採訪這件事，結果姚星雲竟然唆使信徒，在報社的印刷廠前圍上柵欄，在車道上靜坐抗議，不讓報社將報紙運送出去。這種行徑難道是佛教徒應有的行為嗎？

● 「佛牙」是釋迦牟尼的遺物嗎？

翌年1998年4月，姚星雲從泰國迎接「佛牙」來台，在台灣供奉，在台灣全島掀起一股新聞熱。

所謂的「佛牙」是釋迦牟尼遺留下來的牙齒。根據台灣的報紙報導，釋迦摩尼在過世之後，留下舍利子與牙齒。這個佛牙原本供奉在西藏的某個地方，在流出西藏後，被送到泰國，然後由姚星雲購買後送回台灣。

佛牙抵達台灣時，台灣舉行盛大的佛牙奉迎儀式。姚星雲的專機一著陸，機場出口已經排滿了迎接佛牙的信眾。另外還有自稱是熱心的佛教信徒的吳伯雄，以及行政院長蕭萬長也出現在迎接的行列中。他們兩人必恭必敬地以雙手捧著裝有佛牙的金壺，戒慎恐懼的走路姿態大大地映在電視螢幕上。報導指稱，共計有十萬名信眾前往迎接。

如果仔細思考一下，會發現這個佛牙有一些疑點存在。

１﹒釋迦牟尼是遺物可說是世界性的珍貴遺產，應該會留有記錄。但是這個佛牙沒有任何記錄，對此我們應該採取懷疑的態度。

２﹒像這樣貴重的物品，從西藏，也就是中國政府嚴密的監控下外流，是一件大事，中國應該會要求歸還才對。

３﹒泰國是著名的佛教國家，泰國政府不可能任由這麼貴重的東西流到國外去。不管這個佛牙是以何種途徑進入泰國，但是要將攜出國外應該相當困難。

４﹒姚星雲說他「購買」了這個佛牙，但是卻未對這個佛牙是在何處、以多少金額、付款給誰、文件記錄等等做任何的說明。

５﹒根據筆者的調查，姚星雲是從波士頓的國際佛教促進會（International Buddhist Progress Society）返台﹒但是姚星雲卻自稱他到印度迎奉佛牙後返台。這個IBPS應該是姚星雲旗下的組織。但是台灣方面又報導佛牙是從泰國購買送回的。這其間的不同點又該如何解釋呢？

台灣有這麼多佛教信徒，難道沒有任何人懷疑這個寶物的真偽嗎？不，我想應該有人心存懷疑。只是連行政院長以及總統府的秘書長都參與奉迎的行列，即使心裡起疑，又有誰敢說出口呢？姚星雲舉辦這種國家級的儀式，而且還有十萬名信眾前往迎接。就算有人要調查姚星雲也無法調查，而且相信那是真佛牙的人越多，反對的人也就越少了。

釋迦牟尼的遺物是世界級的寶物，應該無法輕易地從泰國或印度購買，送往國外。到底該如何才能證明佛光山的佛牙是真的釋迦牟尼的牙齒呢？

我嘗試透過網際網路尋找有關佛教的報導，以及釋迦牟尼遺物的資料。關於釋迦牟尼的遺物，在1906年J.F. Fleet曾經做過詳細的報告（Journal of the Royal Asiatic Society of Great Britain and Ireland for 1907）。

但是在讀過這份報告後，由於釋迦牟尼是25世紀前的人物，因此有許多疑點存在，而且這份報告書中，有一半資料是來自玄奘法師所寫的西域記（印度記）。但是在報告書中曾經提及阿蘇加王將佛陀的遺物分成八份，這八份中的其中七份都保存在印度與錫蘭。

另外，在1996年的新德里的報導指出，根據印度、日本、巴基斯坦、尼泊爾等的考古學家隊伍所作的調查報告顯示，「釋迦牟尼並非出生在印度北部，而是出生在尼泊爾」。

此外，有記錄顯示佛陀出生於623BC，但是實際上，佛陀是出生在249BC，阿蘇加王在尼泊爾的佛陀出生地還立有紀念碑石。對於這項調查以及遺跡的保護，據說日本也投入了大筆的資金。

還有在1997年，也有報導指出緬甸興建了供奉佛牙的奉納塔，同時還有照片為證。由於這個佛牙已經建塔保存，當然就不可能是台灣的這個佛牙了。

所以姚星雲在台灣供奉的佛牙是一顆沒有記錄的牙。也就是說，台灣所持有的這顆佛牙尚未獲得世界各國的認可。

姚星雲的資金從何而來？

奉持佛牙歸國，加上政府高官的人脈，等於讓姚星雲在台灣擁有了「免罪符」。姚星雲成了提供情報給台灣與中國的「獨立情報機構」，對兩邊的政府，可說是個頭痛的人物。在獲得對方情報的同時，也是自己情報外洩的時候。當然，姚星雲極可能就是一位雙面諜。

佛光山集團在全球擁有150處據點。光要維持這些據點，不知需耗費多少資金。光靠信徒的捐款，恐怕不足以應付。即使姚星雲可以從兩岸政府獲得資金援助，是否足敷開銷仍然是項疑問。

能夠租用專機、自由進出緬甸、泰國，這樣的規模除了可以運送機密文件或武器外，運輸毒品也完全沒有問題。如果再加上佛光山組織在全球的據點可供銷售通路的話，姚星雲的可疑之處就越來越多了。

到底是「姚」還是「妖」？
這位「妖僧」，果真是一位不死之僧。
